High-profile inmate Jaybee Sebastian in late 2014 ordered gang leaders of the New Bilibid Prison to sell illegal drugs to raise funds for the senatorial campaign of then Justice Secretary Leila De Lima, convict Vicente Sy has said.
In his affidavit submitted to the House inquiry on the alleged illegal drug trade at the national penitentiary, Sy alleged the De Lima herself was present during the meeting held at Sebastian's kubol or special quarters.
"Minsan sa huling bahagi ng 2014, tinawag ako ni Jaybee at iba pang mga lider ng mga gangs para sa isang meeting," Sy's affidavit read.
"Pumunta ako kasama ang mga gang leaders. Sa loob ng kubol nandoon si Jaybee Sebastian kasama si dating Justice Secretary Leila de lima," it added.
"Sinabi sa amin ni Jaybee Sebatsian na dapat kaming magbenta ng droga upang kami ay makapag-ipon ng pondo para sa pagtakbo ni Secretary Leila de Lima," the affidavit said.
Sy's affidavit was read by his counsel during the hearing of the House Committee on Justice and Human Rights.
He alleged that among the gang leaders that attended were Noel Martinez, Jaime Patio, Rodolfo Magleo, Armand Agujo and Jojo Baligad.
Asked during his interpellation if De Lima talked to him during the meeting, Sy said De Lima was there but it was Sebastian who did the talking.
"Andun si De Lima sa meeting namin, si Jaybee ang nagsalita," Sy said.
"Sa isang place kami," he added.
